Scranton, Lackawanna County-- Jane Roberts has lived in Scranton her entire life of more than 65 years and says she has never seen the city in such a sorry state, She said, "Why can't the Mayor and Council work together for a change and make this work. We can't afford a big tax hike or having services cut. The little guys like us always get hurt on the end." Mayor Chris Doherty is locked in a stalemate with city council over how to resolve a massive budget crisis. Doherty sued council to force it to approve his recovery plan. Joe Palumbo of Scranton said, "Scranton is not alone in this type of situation..other cities around the country face the same problems. They over borrow and there just is not enough tax base to pay the piper."
