Governor Tom Corbett's 28.4 billion dollar budget plan will increase spending by three percent with no tax increase.

"We're doing what is responsible, we're not spending beyond our means" said Governor Corbett in an interview with Eyewitness News on Wednesday.

The governor's plan asks much of the legislature over the next few months....pass the budget, pass the sale of the liquor control board, pass pension reform and work on transportation.

"We're able to increase, if we make these adjustments some spending in very important areas without having to increase taxes.  The alternative and i would ask my colleagues on the other side of the isle, so you're answer is you want to increase taxes?  We'll see what they say."

Critics of the governor's budget say an additional 90 million dollars for public schools is tied to privatizing the state liquor system.  They argue fixing the state's roads and bridges will cost Pennsylvanians more at the pump and they're crying foul over the reduction of future benefits for current state workers...Issues that will stir up plenty of debate in the legislature.

"They're going to take shots, T understand that.  But you know, keep in mind I inherited a budget deficit of 4.2 billion dollars.  Those members of the legislature who voted for those budgets the years before that, that's on them, they voted for those budgets, created that deficit, all this spending putting federal money in when they shouldn't have put federal money in, they're the ones who really help create this problem, we dealt with it and we didn't increase taxes on people."
