Council voted unanimously that the "Shoppes at Montage" are in a commercial zone. Opponents had argued that the shopping center across from Cinemark was in a conservation zone.
"The Shoppes at Montage" have been a source of controversy since day one, mainly by the operators of area malls, who insist the new shopping center will hurt local retailers.
The 320-thousand square foot outdoor shopping center is expected to cost $50 million dollars.
