Each year foreign students come to the United States to learn and get a taste of the American way of life. But questions are being raised about the safety of exchange students in Lackawanna County. This story deals with a woman who finds temporary homes for foreign exchange students. Some students, as well as other host parents, say those teenagers are being placed in danger. And we must warn you - some of these images may be disturbing. Our 15-year-old girl from Nigeria, who doesn't want to be identified, fearing for her safety. She says she's tired of living in filth inside a home on Myrtle Street in Scranton. It’s a house she says is filled with dog feces. During our interview she broke down in the arms of a host mother who she went to for help. That mother came to Eyewitness News and the I-Team. The home in question is owned by Edna Burgett. Burgett is the Area Coordinator for the Aspect Foundation, a California-based company that places foreign exchange students. We wanted to see if the girl’s fears were justified. So we went inside. Mrs. Burgett says she keeps her dogs outside and puts paper down for fecal matter and urine. She says she cleans it up everyday. We saw lots of dog dirt. The exchange student told us the second floor is filled with feces. So we asked her if we could take a look. She said yes. We found feces all over the floor. The I-Team has learned that the Scranton School District is interviewing at least five of the exchange students. In fact, two teachers were so concerned they took in two of the students who were placed by Burgett. An official with the Aspect Foundation, the company who hired Burgett, told the I-Team Burgett will be fired. They say her judgment is questionable and she no longer meets the standards of their company. The investigation also involves Scranton Police and Lackawanna County Children and Youth Services. ![]() |
