Reported by: Mark Hiller Friday, Nov 6, 2009 @10:45am EST SCRANTON, LACKAWANNA COUNTY - Lackawanna County's official vote canvassing began Friday morning at the county's Dickson City office.
The count began with thousands of votes in question that were cast in Tuesday's election. The problem is linked to election coding provided by the company "Election Systems and Software". Lackawanna County contracted with that company for its paper balloting beginning with the 2008 spring primary and ending with this week's election. It's now been determined the balloting system lacked specific computer coding to accurately tabulate straight party voting in 2-contests. Both Council Candidate Janet Evans and Tax Collector Candidate Bill Courtright cross-filed. The scan didn't count ballots cast for them when voters in 48-precincts chose the single party option. It may have cost both candidates more than 2-thousand votes each. Courtright was unopposed so it's just a matter of tabulating how many more votes will be added to his final victory total. Evans, meanwhile, finished third in the council race. That was enough to reclaim her seat, however, she'd end up the top vote-getter if she's credited with all ballots in question. Lackawanna County Director of Elections Maryann Spellman Young issued a statement, Thursday, saying, "ES&S has provided the county with multiple options to re-tabulate these ballots in the affected precincts for these two races and obtain final results as soon as possible." She added, "ES&S re-examined the full election coding to find that all other contests were coded accurately." Spellman Young told Eyewitness News Friday morning that the Evans and Courtright races will be recounted through optical scan. The final vote count is expected to wrap-up sometime next week before the Lackawanna County election is certified. |
